He's here with Joel, but he's not the least bit interested in what his 'mission' is.
The disguised camera in his tie moves as he does, and he remembers the days when he liked to pretend he was a spy. Those things have come back to haunt him and his practice has made him perfect for the mission.
Something else is more important than gathering the intel on this 'party'. He understands how important to the newly revived Red Shield that this information truly is, but he is only human and wants only one thing. There are many things he must amend for his time in his slump and his second most important--returning to Red Shield with Joel-- has already been done.
He spies her and he can't help the grin that comes to his lips as he gives her back the pen he stole to make his escape. The things he says, the things he hears, they aren't what he wants. He wants to tell her to come back, he wants to hear her say yes. Julia belongs with them, with Red Shield with... him.
Even though he misses his chance, has lost his courage upon seeing her, he knows there will be another chance. Collins doesn't realize he's already lost his hold.
